Woohoo for Arkansas! Congratulations to gay and lesbian couples there in at least one county, which has begun issuing marriage licenses following a judicial decision overturning the state’s constitutional amendement banning same-sex marriage. Although the state plans to appeal, I hope as many couples as possible are able to get licenses before the decision is appealed and stayed.

5.6% of people live in places where civil unions or domestic partnerships offer state-level rights only.
51.0% of people live in places which do not offer any mechanism for gay and lesbian couples to obtain legal recognition of their relationships.
